Proposal: Ban level 1 Aron. Action: Rejected.
Note: Level 1 Aron refers to an Aron at level 1 with the item Shell Bell, the ability Sturdy, and the move Endeavor. It's usually used in Sandstorm. After being attacked, it survives with 1 HP and uses Endeavor on the opposing Pokemon which is often killed by Sandstorm. The Shell Bell restores its HP back to full, enabling Sturdy to activate again.
Tally: 1 Yea 4 Nays
Majority Opinion: There are numerous methods to counter level 1 Aron and these methods, including the most effective counter, entry hazards, should be available to any decently made team. It is also countered by Ghost types and damage inducing statuses such as Burn or Poison, both of which are available on most teams. If a team lacks these common tools, it reflects a lack of skill and the player deserves to lose or suffer great damage in any given battle.
Minority Opinion: "Aron should be banned because I think It is a very cheap way of getting easy kills. Although It is pretty easy to counter, I don't like the fact that it can seriously wound the poke attempting to counter it with endeavor. It's true that ghost-types completely shut-down aron, but viable ghost types are very far and in between. In fact, the only OU ghost types are Jellicent and Gengar."
--------------------------------------------------------------------------------- Proposal: Permit Complex Bans. Action: Approved.
Note: Complex bans refer to bans on certain combinations between 2 or more Pokemon, items, abilities, and moves. Also, I guess this is more of a resolution than a change to the rules.
Tally: 5 Yeas 0 Nays
Unanimous Opinion: Unlike Smogon, who doesn't do complex bans, we have a much simpler process for bans. That means we can and should ban items, abilities, and moves on certain Pokemon and even certain combinations of Pokemon if it better reflects the will of the community.

In this stickied thread, we will have a record of all committee action so the forum's general population will know what we're up to and will be able to provide feedback if it wants. This thread in particular will be locked so you guys don't spam it up, but any feedback to any specific or series of actions can be made in the form of a thread here in this board.
The tournament director will post all relevant details regarding the action including the proposal, the proposer, and final tally, the action agreed upon, the concurring (majority) opinion, and dissenting (minority) opinion. If actions were done within a common timeframe, they'll probably be posted in the same post just for our convenience. Also, keep in mind that the rules passed below are not in effect until they are added to the official rules thread.
God damn, it's like we have a Supreme Court or something. I like it.

That's freaking awesome. Yeah, get that thing up and running again. You should PM Auburn about it and send it to him so he can find the right place to integrate it. And no, I want keep the past ratings legitimate so it'd be a good idea to continue to use the exact same formula.

Hall of Origin Standard Rules ----------------- - Weather Clause: A player cannot have a Pokemon with an auto-weather ability (Drought, Drizzle, Sandstream, Snow Warning) and another Pokemon with a weather-activated speed or evasion boosting ability on the same team.
- Species Clause: A player cannot have two of the same Pokémon on their team. For example, a player cannot have two Koffing on his or her team. A player also cannot use different forms of the same Pokemon. For example, Rotom-W and Rotom-H on the same team.
- Sleep Clause: A player cannot put two or more different opposing Pokémon to sleep using attacks that induce sleep to opposing Pokémon. A Pokemon put to sleep on the opposing team by the move Rest does not count towards the sleep counter.
- Evasion Clause: A player cannot increase their Pokémon's evasion stat with a move that specifically increases evasion. Items or indirect boosts do not break this clause.
- OHKO Clause: Players cannot use moves that have a chance of instantly KOing an opposing Pokémon. For example, Horn Drill is an illegal move to have on a Pokémon's move set.
- Hax Item Clause: A player cannot use items that rely on luck to be activated. A full list of said items can be seen below.
- Self-KO Clause: If both players are down to their final Pokemon and a player uses Self-Destruct or Explosion and it KOs both Pokemon, the user of the self-KOing move loses.
- Only Pokemon that have been proven to have a released Dream World ability will be allowed to use that ability.
- A player may not use any Item / Pokemon / Moveset that is not obtainable in-game.
- Timed Battle must be enabled.
- Team preview must be enabled.

Hey dudes, Since we're going to start up Hall of Origin Forum tournaments again, we need our own set of rules that reflects the will and priorities of our community - both in-battle rules (tiers, items, moves, etc.) and out-of-battle rules (tourney pairings, how ratings are calculated, points, etc.). As tournament director, I've been trusted with powers to write these new rules. While I am currently the top ranking player on this forum, it's been a while since I've played and chances are, given the new generation and my general disinterest in battles, I'm no longer top dog. With the consideration of that fact, plus the fact that my decisions may not always be the best one possible, I've decided to delegate some of this power to a few players here who I feel know their shit by creating a new member group called "Committee Members". The idea is pretty simple. It's essentially a small council of knowledgeable and experienced players who will discuss and/or vote on changes to whatever set of rules currently exists. There will always be an odd number of people within this committee to ensure that there is always a clear majority in support of or against a proposed change. Everything you need to know about this group is listed below. Their membership in this committee offers them no powers on the forum or in the chat beyond what is enumerated below. They are not necessarily moderators and should not be looked at as such. Do not send them messages about your stupid problems with another forum member. They will not care.[/u] [li]Any committee member can post polls in the password protected sub-board within this board. These polls will actually be pretty important as they may change the rules. [/li][li]A majority will decide the fate of a proposal. Since the sub-board containing these polls is private, one of the committee members will report the results of a vote in a public thread. [/li][li]As the site founder, Auburn will be able to reject or veto, if you will, any proposal he deems unacceptable. [/li][li]Any changes will be brought into effect by the tournament director and noted in the Official Hall of Origin Standard Rules thread. [/li][li]Should there be any perceived ambiguity in the rules, this committee will have the final interpretation. Other Powers:[/li][li]Judgements on the legitimacy of Pokemon used in official tournaments will be made by this committee. [/li][li]All disputes between players will be resolved by this committee. I would prefer players attempt to resolve things themselves first. [/li][li]This committee will determine all penalties of rule violations. [/li][/ul] Everything you need to know about this board is listed below: - This board will be open to all forum members to post any suggested change to the rules or any other rule-related concerns. Polls can be posted, but will not have legitimacy.
- There may be discussion and debate among the committee members in the poll threads in the password protected sub-board, Voting Hall, as well. It's up to the committee member where they want to post a discussion thread.
- Each thread should deal with one main subject or suggested change.
That should be all. I'll add more if I think of anything. As a concluding note, I want to say that I don't expect this system to be used very often. In the old days, we rarely changed the rules. I expect us to do a few polls to change the existing set of rules, which are Smogon's, and then much inactivity with regards to the committee afterwards. But should we want to change anything, we have a quick and oligarchic system in place. ------------- Sitting Committee Members (Usual Chat Name):Barack Obama (Lam) Hoshii Miki (Hoshii Miki) Nessthefox (Firefox7) Thunderwave (Togekiss) Johndude77 (Johndude)
