Hey dudes,
Since we're going to start up Hall of Origin Forum tournaments again, we need our own set of rules that reflects the will and priorities of our community - both in-battle rules (tiers, items, moves, etc.) and out-of-battle rules (tourney pairings, how ratings are calculated, points, etc.). As tournament director, I've been trusted with powers to write these new rules. While I am currently the top ranking player on this forum, it's been a while since I've played and chances are, given the new generation and my general disinterest in battles, I'm no longer top dog. With the consideration of that fact, plus the fact that my decisions may not always be the best one possible, I've decided to delegate some of this power to a few players here who I feel know their shit by creating a new member group called "Committee Members".
The idea is pretty simple. It's essentially a small council of knowledgeable and experienced players who will discuss and/or vote on changes to whatever set of rules currently exists. There will always be an odd number of people within this committee to ensure that there is always a clear majority in support of or against a proposed change. Everything you need to know about this group is listed below.
Their membership in this committee offers them no powers on the forum or in the chat beyond what is enumerated below. They are not necessarily moderators and should not be looked at as such. Do not send them messages about your stupid problems with another forum member. They will not care.
[li]Any committee member can post polls in the password protected sub-board within this board. These polls will actually be pretty important as they may change the rules.
[/li][li]A majority will decide the fate of a proposal. Since the sub-board containing these polls is private, one of the committee members will report the results of a vote in a public thread.
[/li][li]As the site founder, Auburn will be able to reject or veto, if you will, any proposal he deems unacceptable.
[/li][li]Any changes will be brought into effect by the tournament director and noted in the Official Hall of Origin Standard Rules thread.
[/li][li]Should there be any perceived ambiguity in the rules, this committee will have the final interpretation.
Other Powers:
[/li][li]Judgements on the legitimacy of Pokemon used in official tournaments will be made by this committee.
[/li][li]All disputes between players will be resolved by this committee. I would prefer players attempt to resolve things themselves first.
[/li][li]This committee will determine all penalties of rule violations.

That should be all. I'll add more if I think of anything. As a concluding note, I want to say that I don't expect this system to be used very often. In the old days, we rarely changed the rules. I expect us to do a few polls to change the existing set of rules, which are Smogon's, and then much inactivity with regards to the committee afterwards. But should we want to change anything, we have a quick and oligarchic system in place.

- This board will be open to all forum members to post any suggested change to the rules or any other rule-related concerns. Polls can be posted, but will not have legitimacy.
- There may be discussion and debate among the committee members in the poll threads in the password protected sub-board, Voting Hall, as well. It's up to the committee member where they want to post a discussion thread.
- Each thread should deal with one main subject or suggested change.
