In this stickied thread, we will have a record of all committee action so the forum's general population will know what we're up to and will be able to provide feedback if it wants. This thread in particular will be locked so you guys don't spam it up, but any feedback to any specific or series of actions can be made in the form of a thread here in this board.
The tournament director will post all relevant details regarding the action including the proposal, the proposer, and final tally, the action agreed upon, the concurring (majority) opinion, and dissenting (minority) opinion. If actions were done within a common timeframe, they'll probably be posted in the same post just for our convenience. Also, keep in mind that the rules passed below are not in effect until they are added to the official rules thread.
God damn, it's like we have a Supreme Court or something. I like it.

Proposal: Ban level 1 Aron. Action: Rejected.
Note: Level 1 Aron refers to an Aron at level 1 with the item Shell Bell, the ability Sturdy, and the move Endeavor. It's usually used in Sandstorm. After being attacked, it survives with 1 HP and uses Endeavor on the opposing Pokemon which is often killed by Sandstorm. The Shell Bell restores its HP back to full, enabling Sturdy to activate again.
Tally: 1 Yea 4 Nays
Majority Opinion: There are numerous methods to counter level 1 Aron and these methods, including the most effective counter, entry hazards, should be available to any decently made team. It is also countered by Ghost types and damage inducing statuses such as Burn or Poison, both of which are available on most teams. If a team lacks these common tools, it reflects a lack of skill and the player deserves to lose or suffer great damage in any given battle.
Minority Opinion: "Aron should be banned because I think It is a very cheap way of getting easy kills. Although It is pretty easy to counter, I don't like the fact that it can seriously wound the poke attempting to counter it with endeavor. It's true that ghost-types completely shut-down aron, but viable ghost types are very far and in between. In fact, the only OU ghost types are Jellicent and Gengar."

Note: Complex bans refer to bans on certain combinations between 2 or more Pokemon, items, abilities, and moves. Also, I guess this is more of a resolution than a change to the rules.
Tally: 5 Yeas 0 Nays
Unanimous Opinion: Unlike Smogon, who doesn't do complex bans, we have a much simpler process for bans. That means we can and should ban items, abilities, and moves on certain Pokemon and even certain combinations of Pokemon if it better reflects the will of the community.

Proposal: (Package Proposal, see below for list) - Ban the ability Shadow Tag on Chandelure.
- Ban the ability Speed Boost on Blaziken, move it to UU.
- Ban Wobbuffet.
- Unban Excadrill, move to OU.
- Unban Thundurus, move to OU.
- Reinstate Hax Item Clause.
- Reinstate Self-KO Clause.
- Implement Clear Skies Clause.
Action: Approved. Note: A description of all clauses and what effects they have will be detailed in the official rules thread. Don't worry if you don't know what some of these are off the top of your head.Tally: 3 Yeas 0 Nays Majority Opinion: The tier changes, complex bans, and re-addition of some old clauses just seem reasonable to us. And moving Excadrill makes sense when combined with the Clear Skies clause, which will ban auto-weather inducing abilities if used in conjunction with certain weather-based abilities (to be determined by the tournament director.) The most discussed aspect of this clause was the speed-boosting weather abilities, which was the main reason behind the creation of this clause. We feel that the permanent doubling of speed of certain powerful Pokemon such as Excadrill, Kingdra, and Venusaur is too much of a game changer in battles and makes these Pokemon too powerful. These abilities will be allowed if auto-weather abilities are not on the same team because it is temporary and will take a little effort to set up.

Majority opinion: "Even though it's a amazing lead, in my opinion it shouldn't be uber, since it's mostly a support poké with no threats at all. Brick Break would shit on its both screens at same time, and the hazards... meh, you just spin then out or bounce back with Espeon like you would do to a Skarmory. :l " Also, it's shut down by Taunt.
Minority opinion: "While I don't doubt that there are a many counters to this thing, it is still regardless one of the strongest leads out there. In a way I don't want to see this guy become the heatran of 5th gen, where every fucking team you play has one. Also, back to it's counters, unless things have changed since I last played, having brick break or spin move thing on your team is fairly uncommon. Honestly, this thing can easily be countered, only if a poke is devoted to stopping this thing."
